Both of these two are somewhere related to your PPC campaign but you can't say that both are the same. AD sense account is approved account with a code provided by the Google that helps you to earn money online as per CTR that is click through rate means as much Google will place the ads of some of the advertisers on the space available on your blog or website where ever you want to let them place, and if user visits your site and clicks on that ad, You will get paid for that from the Google side. Where as Ad word is a keyword tracking tool that suggests you very much relevant and competitive as well as frequently search-able keywords that helps you a lot get traffic through Your PPC campaign as well as to earn money by this way.

Google’s PPC increases your website visitors immediately. Adwords can bring you visitors while you are waiting for your page to appear prominently in organic search results.

I think this is the best way to describe the difference between these two terms. In the beginning i often confused in these terms but now am very much clear about them

Adword is where you register your company so that google will do the advertising for you. in adsense, you are allowing google to use your blog or website to advertise the company they had in adword and pay their host commissions in every time someone visited the site they were advertising in your blog or website.

If the only thing people can do on your site is see and click ads, that's not allowed. That's called arbitrage. You need to have a content. Beside, arbitrage doesn't work. Think about it and do the math, even if you pay pennies.
